Sheila L. Howell
Join us for lunch at I/ITSEC
LTC (R) Howell began her career at Fort Knox, KY, where she was a transportation platoon leader of the 3rd Platoon, 233rd Transportation Company (HET). She later served as the Assistant Brigade S-1 (Human Resources) for the 1st Armor Training Brigade as well as a Battalion S-1 for the 3-81 Armor Battalion. She also served as the Chief of the enlisted Management branch in the G-1/Human Resources division for the US Army Recruiting Command.
After graduating from the Adjutant General’s Captains Career Course, LTC (R) Howell served on a Military Transition Team in Iraq as the Personnel Advisor for an Iraqi Logistics Battalion and the team S-1. Upon her redeployment, LTC (R) Howell was assigned to Fort Gordon, GA, where she was the Executive Officer for the Capabilities Development and Integration Director and later the Secretary of the General Staff for the Commanding General, United States Army Signal Center of Excellence.
LTC (R) Howell then transitioned to become an Army Acquisition officer and served as the Assistant TRADOC, now Army Capability Manager for Networks and Services. LTC (R) Howell earned her Master’s in Business Administration as a student in the Advanced Civil Schooling program at Georgia Southern University. Upon graduation, she was an Assistant Product Manager for the Nett Warrior System and Soldier and Squad Systems Integration at Program Executive Office Soldier.
After her APM time, LTC (R) Howell served in a nominative position as a Proponency Officer in the United States Army Director, Acquisition Career Management (DACM) office of the United States Army Acquisition Support Center and as a Training with Industry Fellow at Lockheed Martin Rotary Mission Systems, Orlando, FL. Her culminating assignment was as a Centrally Selected Product Manager for the One World Terrain portfolio, which included the namesake program, Synthetic Environment Core (to include its divestment), and the Squad Immersive Virtual Trainer, the training dimension of the Integrated Visual Augmentation System (IVAS).
Her professional military education includes the Adjutant General’s Officer Basic and Captain’s Career Courses and Intermediate Level Education from the United States Army Command and General Staff College. She is also a select for Senior Service College.
In addition to her Bachelor’s degree, she holds a Master of Science degree in Education with an emphasis on Instructional Technology from the University of Maryland and a Master of Business Administration degree from Georgia Southern University.
LTC (R) Howell’s awards and decorations include the Army Meritorious Service Medal (2OLC), the Army Commendation Medal (4 OLC), the Army Achievement Medal, the Iraq Campaign Medal, and the Global War on Terrorism Service Medal.

WID registration is $80 and includes a one-day I/ITSEC full conference registration with a Thursday lunch. This registration is for those who are not registered to attend I/ITSEC.
You should have a lunch ticket if you are already registered with a paid I/ITSEC registration. If you are registered to attend just the exhibit hall (lunch is not included in exhibit hall registrations), you can go to the registration desk and purchase a lunch ticket for $45.
